The Right to Information Act, 2005 is an important legislation to promote transparency and accountability in the functioning of public authorities of India. Any citizen of India has the right to seek information from public authorities as per the provisions of the RTI Act. Applications seeking Information from Embassy of India, Niamey (Niger) may be addressed to:
An Indian citizen wishing to seek information under the RTI Act may submit application as per the section 6 of the RTI Act to the Central Public Information officer of the Embassy. Please note that a RTI request to the Embassy should primarily concern a subject matter, for which it is reasonably presumed that relevant information is being held by the Embassy. In other cases, the applications should be made to the CPIOs of the respective public authorities.
An RTI applicant aggrieved with the reply/decision of the CPIO can file an appeal with the FAA of the Embassy. If a citizen is not satisfied with the decision of the FAA, a second Appeal may be filed before the Central Information Commission.
Modes and Procedure to file RTI application
An RTI application can either be sent through post or submitted online.
A. Postal Application:
An application addressed to the Central Public Information Officer may be sent by post to:

As per RTI Rules, 2012, fees may be paid by electronic means, if facility for receiving fees through electronic means is available with the public authority.
2. At present, this facility is provided only for Indian Citizens abroad across the globe to facilitate them to seek information from the Central Public Information Officers (CPIOs) under the RTI Act, 2005. Debit and Credit cards can be used to purchase eIPO.
3. The user needs to get himself registered at the website. He has to Select the Ministry/Department from whom he desires to seek the information under the RTI Act and the eIPO so generated can be used to seek information from that Ministry/Department only. A printout of the eIPO is required to be attached with the RTI application. If the RTI application is being filed electronically, elP0 is required to be attached as an attachment.
4. It may be noted that this facility is only for purchasing an Indian Postal Order electronically. All the requirements for filing an RTI application as well as other provisions regarding eligibility, time limit, exemptions etc., as provided in the RTI Act, 2005 will continue to apply.

What is "Information"?
Under the Right to Information Act, 2005, the term "information" is defined to mean all documents and records held in the custody of a Public Authority in any form (electronic or physical). All such "information" can be provided to the applicants, subject to the provisions of the RTI Act, 2005. However, please note that the RTI Act, 2005 is only meant to obtain "information" that already exists with the Public Authority and cannot be used for seeking advice/opinion on an issue.
Eligibility of Applicants
Please note that the information under RTI Act can be sought only by Indian Citizens. Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) are not covered by this Act. Consequently, applicants are advised to submit proof of Indian citizenship along with their application to the Embassy of India in Niamey.

Information provided under the Act is available to citizens of India only. Applications should be submitted along with documentary proof of Indian Citizenship (like copy of personal particulars pages of passport). More information is available at http://rti.gov.in. As per section 6(1) (a) of the RTI Act, 2005, a person who desires to obtain information under the Act is required to submit the application to the Information Officer of the "concerned public authority". Applicants are, therefore, advised to send their requests under the RTI Act to this Embassy only when the subject matter can reasonably be presumed to pertain to it. While section 6(3) provides for the transfer of an application by a receiving PIO to another [concerned] PIO, this is clearly meant to cover situations where the application is addressed to a PIO on the assumption that it has been directed to the concerned PIO. Where the information required obviously does not pertain to this Embassy, the application may be addressed to the concerned PIO directly.
Applications seeking information under the Act may be sent along with the prescribed fee in FCFA (local currency), equivalent to Indian Rupees Ten (10) in cheque or demand draft favouring Embassy of India, Niamey. The official Rupee-FCFA conversion rate applicable at the time of submitting the application may be obtained from this Embassy over phone No. 20370029/30 or through email (hoc.niamey@mea.gov.in).
"eIPO" (Electronic Indian Postal Order)
1. On the initiative of Department of Personnel and Training, Department of Posts has launched a service called "eIPO" (Electronic Indian Postal Order) w.e.f. 22/03/2013. This is a facility to purchase an Indian Postal Order electronically by paying a fee on-line through e-Post Office Portal i.e. http://www.epostoffice.gov.in .
